City takes more steps for dam projects | News, Sports, Jobs - The Express

LOCK HAVEN –Lock Haven City Council adopted a handful of other ordinances during its first meeting in August — specifically regarding 2022 financing for its water projects. These projects include the continued work on the city’s reservoirs — Ohl in Loganton and Keller in McElhattan.

The first ordinance regarding these projects involved borrowing $5 million from PennVEST for Phase 1 of the improvements to Ohl Reservoir in Greene Township.

The improvements are part of an overarching project which will see improvements to Ohl and the complete reconstruction of Keller Reservoir in Zindel Park.

Due to updated requirements from the Department of Environmental Protection, the project will build a dam crest parapet wall, raise spillway walls, replace the spillway terminal structure, replace the intake bridge, construct a lower reservoir access road and build a structure above the intake tower to house the valve operators.

Additionally, the existing spillway chute will be rehabilitated, with repairs made to the spillway slab and spillway walls to be replaced where applicable. Work will also be done to rehab the intake tower by adding new gate valves and making concrete repairs where needed.

The city received word in April that they were awarded this loan.

The second ordinance approved on Monday night provides interim financing for Ohl and for the supplemental water wells that are needed to ensure there’s adequate water for the city’s customers and for Suburban Water Authority.

These wells, located in Wayne Township, will play a role during the Keller Dam construction in the future.

Improvements at Keller will come in with the biggest price tag — $15 million — with the overall project involving both dams coming out to about $27.5 million, according to the city’s engineer Gwin Dobson and Foreman.

Keller will need to be rebuilt so it can hold its own water supply and Ohl’s in the event of a failure. Also included in its project is the reconstruction of its spillway.

Improvements to Keller will be done either concurrently or shortly after phase two work at Ohl Dam.

The entire improvement project — including both dam improvements and the wells — is expected to be completed by 2026.

The final ordinance, which is only on its first reading, could see the city pledge, if needed, to raise water rates to pay for the loan.

The third ordinance will be considered for adoption during council’s Monday, Aug. 15, meeting.

Passed ordinance which would prohibit the use of tobacco or vapor products at city parks and on its levee.

According to City Manager Greg Wilson, the city only has a resolution in place.

“The city does have a resolution banning tobacco and vapor products from the parks and levee but it’s suggested it be upgraded to an ordinance,” Wilson said.

In doing so, the city would have the ability to place disciplinary actions on individuals who may not follow the ordinance, he said.

The ordinance was passed unanimously on first reading Monday night and will be considered for adoption on Monday, Aug. 15.
